Delaware: New law restructures SEU, shifts priorities toward energy efficiency
Delaware has enacted legislation (S.B. 150) that restructures how the state’s Sustainable Energy Utility (SEU) is administered, and which requires the development and implementation of cost-effective new energy-efficiency programs, including on-bill financing, PACE programs and other financing mechanisms. The new law eliminates SEU support for and ties to the state’s customer-sited renewable energy rebate program and target levels that were previously required to be established and operated by the Delaware Division of Energy and Climate. This bill also eliminates SEU’s collection, and negotiation of, RECs and SRECs.
