NY: As utility NEM caps approach, solar advocates seek clarification from PSC
Numerous solar advocates have filed a petition with the PSC (Case No. 14-E-0422) requesting that the Commission clarify its April 2014 directive in the NY-SUN proceeding that directs utilities to seek increases in their NEM caps (currently 3% of 2005 peak load) when they approach the cap (pending completion of the ongoing Reforming the Energy Vision proceeding). The petition specifically requests that the PSC require a utility to seek an increase when it reaches 90% of the cap and provide additional guidance to utilities on the magnitude of increase that should be requested. As of June 2014, National Grid had reached 86% of its NEM cap, and Central Hudson had reached 72% of its NEM cap.
